So your 'cheaper guy' will be someone who is not capable of changing a hot water tank, which is something you will discover right before you discover that you can no longer find him. -trying not to stick my foot in my mouth or be misleading but i would say, "if the fire was found to have either been started or if the fire spread due to the cabling (by not using plenum grade) and you could not prove that a certified installer ran the cable then, one would have some explaining to do.
