French drain/storm drain

Question: I have a driveway that slopes toward the house. There is a drainage pit at the bottom end near the garage door. There are two drainpipes in the pit, the first one drains under the garage to another pit in the garage, and then exits through a pipe to the city sewer system. My concern is the second drainpipe, that disharges to a pipe surrounding the house(probably a french drain), and dischagres to a pit in the basement where there is a sump pump. Problem I have is a somewhat clogged french drain pipe, between the garage pit and the basement pit. The water will drain slowly. I tried to force water through the pipe but very little makes it to the basement pit. The sump only activated last winter during a winter rainstorm. My concern really is clearing out the pipe/french drain between the driveway and the sump pump pit. Since most of the water is absorbed into the ground before it reaches the sump, most drain cleaners seem to have no effect. I have put a fish in at the driveway end and it seems to travel the length of the pipe, but will not come out at the sump pit. Looking for constructive suggestion to clear up piping.
